Position the pointer over the dotted end of a toolbar until it displays as cross-arrows cursor

Drag and drop it (press and hold the left mouse button, drag the mouse, release the mouse button) into the diagram space in the window. The toolbar is now floating.
Click and drag the toolbar by the dotted end again and drop it where it started to dock it.
